How much helium you need depends on the volume of the blimp and/or how much weight you want to lift. If you can provide more details about it than just "4m", I can help you calculate it.
You could try filling it up with regular air and measure how much air it takes. another thing to try if you have no way to measure the volume of air is to fill the envelope with water and then empty it into a container of known volume.
If you just want to know how much helium you need to lift your payload, you need only a basic chemical background to calculate it.
Your blimp weighs 3500 g + 104 g video transmitter + my 3-cell 2200mAh battery weighs 175 g + about 50 g camera is 3830 g. Helium lifts about 30 g / ft^3, so 3830/30 =
127 cubic feet of helium needed.
