Is this the reason I cant flash the updated firmware? What happens if this doesn't work? At what point can we agree that a replacement or refund is in order?

Yup shorted capacitor it is, I had that on my own rx design, first I did think it was a shorted A3901 chip and after unsoldering the devices one by one I finally found that it was a shorted cap, leave and learn.

Yes shorted caps are very common problem.Just change the cap on the pcb back and check again with multimeter.

Caps are tantal SMD 47-100uF any of these values , " B" size.
