With a lot of washout the tips can end up lifting downwards when flying at higher speeds. But in that case you've got more than enough available lift from the main portion of the wings so it's not really noticeable. It would add some drag though so if high speeds are a goal then limiting the amount of washout is a good idea.

On models where the size is suitable for adding flaps there is much to be gained. And not just from the idea of adding lift and/or drag. When you lower the inboard located flaps you increase the angle of incidence for that portion of the wing. And that has the effect of twisting the wing into a highly washed out sort of shape. So using flaps greatly reduces the risk of tip stalling during takeoff and landing along with all the other more usual flap effects.
