I've found the my boat goes faster no matter what rpm, but it definitely gets to be a matter of efficiency. I run 16 cells on a 775 motor, running about 34,000 rpms max. The difference in speed between 3/4 throttle and full throttle is very small. This would put the max on that drive at around 25,000 rpms. Beyond that, the way to make the boat quicker is by making it light and having the best hull shape. However there are ups and downs for different hulls. Flatter wider hulls, generally appear faster, but aerate a lot and longer narrower hulls tend to be better for rough water.
