I fly my GWS-190 with the CG at the position shown in the manual and I do not think that the model is tail heavy.

Where to put the CG is a personal preference thing. Some people want a sensitive and very aerobatic model so they fly with a more rearward CG. Others prefer the insensitivity that accompanies a more forward CG. This means that there is no such thing as a single correct CG position, only a range of CG positions that allow the model to fly with stability.

Try moving the CG forward until you are satisfied with the way your the model flies.
