a dremel... but do it outside. I hear that CF dust is really bad for you.

or use one of those cutoff pliers that electricians use. They have holes that line up when the plier is open, and then slice through whatever is in the holes when you close them.

if you do fray a CF rod, just dab a tiny bit of CA on the end, that will prevent fraying also. I put some CA on scrap paper, then touch the CF rod to the glue.
