Actually the Tiger Moth has less dihedral on the top wing than on the bottom.
The first prototype had the same dihedral as a Gipsy Moth, equal top and bottom. But with the swept back wings, the lower wing tips were too close to the grass for comfortable operation. So they increased the dihedral on the lower wing. It's something like 2.5 degrees each side for the top wing and about twice that for the bottom wing.
