It is a slide-valve carburettor of some sort.

I.e. the carburettor barrel does not have a hole and does not rotate for throttling.
The barrel is a slide-valve that moves laterally, together with the tapered fuel control valve, to control both the throttle opening for air; and the area of the fuel-orifice.

I have a similar looking item on an OPS .60 engine.

I do not identify the engine, but it looks like a late '60s-mid '70s rig.
