There were a few engines that had spray bars with two holes but the Fox was slightly different because the holes weren't 180 degrees apart. The correct way to fit them was when you couldn't see either of the holes when looking down the venturi. It's known that you get better fuel draw if a hole is pointing slightly down instead of being directly across from the venturi side (down by about 10-15 degrees) so possibly this was the way Fox ensured correct fitting.
