Should the desired solution read as follows?

for the 1st 10 Lbs the cost is $4.10
11-35lbs should cost $7.85
36-70lbs should cost $15.70
71-105lbs should cost $23.55

or should it be this:
for the 1st 10 Lbs the cost is $4.10
Then every additional lb after 10lbs is $0.15 more
11lbs should cost $4.25
12lbs should cost $4.40
30lbs should cost $4.10 * (20 * $0.15) = $7.10
....etc...
35lbs should cost $7.85
36-70lbs should cost $15.70
71-105lbs should cost $23.55

what should be the charge for 55lbs?
is there any upper limit on weight?
