In the Navy, we used red lights while underway, because the red does not diminish your night vision. You could see other vessels and/or channel markers and navigational aids from a much greater distance. I would think that the watch on the fishing vessel would want to maintain their night vision, as well. If the vessel is anchored or tied up alongside a pier, you would mst likely use white lights.
