Speed controllers are a PITA to set unless you have the instructions with you, usually even then.

I used a rubber band over the prop, then twist, then over the prop shaft, then twist, then over the prop. With the rubber band on the prop it gets pulled back against the fuse, but centrifugal force will open it.
