As for your second point, all a requestor needs to do is intrigue a modeler, and he'll get his request granted. That's a guarantee. (There's not a "proper" request post. Some requests definitely have a higher factor of intrigue than others, yes.)
Intrigue definitely helps, as to the "proper" part of it, maybe that's not the right word, but 3-views and pics do definitely help, simply asking "Hey can someone make a Bla-Bla and make it have XX specs?" will not get the request granted in most cases.
