I use TurboCNC, which is free. Not as nice as Mach3, but will certainly get the job done.

If you like to build things, HobbyCNC.com packages will get you the electronics and steppers with more torque than the Bluumax. A scrounged computer power supply can drive it.

If you go the usual homebuilt route, skateboard bearings and some metal, threaded rod and wood will get you a basic machine that will drive a Dremel or equivalent, and is expandable.

Probably $400 or so using TurboCNC.
