This does not surprise me in the least. Many of the top managers in the agency are lawyers, including the COO and AVS-1. I work for the FAA in a small field facility, and they like to use what we call the "big paintbrush theory"; that is, if it applies to a Level 12 running a million operations a year, it applies to a Level 5 running 60,000 operations a year. I fully expected the powers-that-be to use the same approach for UAS operations. Common sense is completely absent from many of the decisions that filter down through the ATO.

PS: Please don't mistake the tone of my message. I am grateful for the job I have, but I do at times get very frustrated at the decisions of upper management.
