Here are some of the statistics of the USCG 40' Utility Boat. It is not a USCG Cutter, as cutters are 65' long or longer, with messing and berthing facilities for a permanently assigned crew. The 40' UTB was in service from 1950 to the mid 1980's.
11' 2" Beam
Main engines - 2 Diesels (GM 6-71 rated at 190 HP @ 2,000 RPM)
Max Speed - 23 Knots
Cruise Speed - 18 Knots
Based on the numbers you provided in the first post, the model is roughly 1:16 scale. Actual speed to produce a scale wake is 4.5 mph - 5.8 mph. Now for some pictures.

CG 40375, the red and blue racing stripe was added in 1968. Decks are blue gray (Testors Model Master Engine Gray).
CG 40459, looks like it has gray decks.
CG 40494 has decks painted Spar (closest match is Badger Model Flex Deck Tan). Probably stationed in the south; light colored decks keep the cabin cooler.
CG 40561 leaving the CG Charlevoix Station in Michigan.
CG 40548 in Kodiak, AK in 1982. It was used as the crash boat for CG Air Station Kodiak.
CG 40552 on display at the Maritime Museum in Marquette, MI.
CG 40437 has a .30 machine gun mounted on the bow.
