Hi:

Yes, this is normal behavior because the cell voltage always settles shortly after the charge is complete. It does not harm the cells in any way. However, if it bothers you, you can always set the end charge voltage to whatever value you want using the Charge Control Software. You will find this parameter on the Charge tab for every preset. Parameter name is "Charge Voltage". After you change it, remember to click the Update button.
