I imagine that the weight of a solar panel requires more energy to move itself though the air than it generates, especially when the platform like Lazair is not optimal in the glide ratio department. What does Lazair glide? 20:1 on a good day?
There is one aircraft that can propell itself indefinitely by it's own on-board solar panels. I believe NASA debuted this aircraft a few years ago. It's far from being able to carry any significant load, though. To be fair, it's far from looking sturdy enough to withstand a serious gust of wind.
