Jump directly from the Batt+ to the Power lead on the starter. if it will consistantly crank, jumper across the solenoid . If it will not consistantly crank from going directly to the starter, either buy a rebuild kit for the starter or a new starter. With a lawn tractor that's hitting 21 years old, it's not unusual to have the brushes in the starter wear down and hang up. If it looks like the solenoid is causing a problem check for interlock switches or a bad solenoid.
