Try changing the "A ...B" frequency switch near the bottom of the transmitter.

Try new transmitter batteries.

What does the helicopter do when transmitter is turned off?

Did it ever fly?

If it worked before and wasn't crashed, then shaking and rotation is likely the helicopter battery is bad or not charged properly.
