Well, it worked once. Then the next two times I plugged the camera in, it worked without any special button pressing. But this morning, it's back to its old self and not even the button press between flashes will bring it up. Sadly, I give up and am sending it back.

The vendor, hxelepro360, has been very helpful and solicitous.
