I didn't see anwhere in the Champ manual that said anything about where the CG was supposed to be. But if it is 28mm here is how to check it. On the underside of the wings measure from the leading edge to the cg and mark it on both wings with a sharpie marker. My balancer is a scrap piece of wood with two 1/4" holes drilled. I stuck two 1/4" wooden dowel rods rounded on the end and stuck into scrap wood base. You can also add some rubber pencil eraser tips to keep the plane from scooting around. Put the airplane on the two dowels and adjust to put the dowel tips on the cg mark. If balanced it will look level. If not level it will show that the plane is either nose or tail heavy. Most planes will fly ok a little nose heavy but not tail heavy. There is an old saying that a nose heavy plane will fly poorly but a tail heavy plane will fly once.
