I know you mentioned it, but it can't be overstated enough that the decal must not be over-soaked. This is probably the single most common reason decals peel away from the airframe after a short time.

The decal must not be immersed for any longer then 10 seconds or all of the adhesive needed to properly adhere to the model will be washed away.

Also, when the decal and backing is removed from the water bath, it must be placed on a non-absorbent/non-porous surface to soak. If it is placed on a absorbent surface, such as a paper towel, the adhesive will soak into the towel and not stay with the decal.
