The tape protects the ribs when sanding the TE.

The spar slot on the rib only allowed the rib to slip over the spar perpendicularly even though the wing panel needs it to be on an angle.

A quick swipe or two of sandpaper and the ribs are able to follow the angle shown on the plans.
