I have a 12 turn Tazer ESC that came with my CG boat that has Johnson 600's for power.
What happens when motor and ESC are not correct?

All you need to do is make sure your prop is small enough not to draw too many amps. A 12-turn ESC will handle more current than the 600's will draw with a reasonable prop, I suspect.

If the load imposed by the motor and drive and capable of being supplied by the battery is greater than the ESC can handle, the magic smoke will leak out of the ESC. If the ESC can handle the load, all will be well.
The "turn rating" system was introduced to make life simpler for those who were unable or unwilling to understand electricity. Sadly, it has had the effect of making life more complicated for everybody.
In the buggy world, it works because the loads imposed are limited - gears, tyres, road. The object is simply to create a fast moving object. There tends to be a limit on battery voltage available as well.
In the boat world, things are different. We tend to use propellers of various configurations, diameter, number of blades, shape and profile and pitch, all of which can radically alter the demands on the motor. We tend to have a more enterprising outlook on batteries as well.
