Why "short field?" Cat, or even hand launch saves cost, weight, drag of an undercarriage. Less weight = smaller wing = less power needed etc etc, and easier to transport also.
Design criteria ; Smallest and lightest airframe which will deliver required payload over stated distance in reasonable time within available budget. Consideration ; any really innovative features to be covered by patent before one of the many UAV companies interested in results run away with the idea. Why this proviso? Guess!.
