You need to put on plenty of varnish to waterproof the structure before
painting. Use a wood filler first or the porous balsa will slurp up
gallons of the stuff.To add some strength to the hull, you might care
to cut up some nylon stockings and stick that to it first.

I mix talcum powder with shellac to make a filler, brushing it on and
sanding well between coats. The shellac dries very quickly. Once the grain
is filled, I spray apply several coats of color, using acrylic paints and
sanding with 400 or 600 grit sandpaper between coats. You can also use
Krylon brand spray paint for a color coat. It also dries quickly. Either
way, my final 2 coats are a gloss polyurethane varnish. This is fuel proof
and can be polished to a high gloss.
