Can I use an toy RC car wall charger to charge my 7.2v 1400 mAh NiMH pack? The charger's rated output is 8 volts 250 mAh.

If...it's a NiMH charger...yes...but at that rating it will take about 5-6 hrs to charge a depleted 1400mAh pack. Never use a NiCad charger on a NiMH pack. ;)

waiting 5-6 hours just fine with me. The charger's for an 8v sealed lead acid battery.

NO. you should always charger specific type of battery with the right chargers. They are lot of multi-type chargers out there that would charge your battery. TRITON does lead-acid I am sure they are other also.

When you said "RC TOY" I assumed it was a NiMH/NiCAD pack...my bad. The above is correct...you have to use a charger that is specific for that type of battery. I guess I should have been more exclusive with my first response. You can not use a SLA charger for NIMHs.
