Time how long it takes to travel 100 metres, then make a simple calculation
:~)

Set up buoys at 20, 30, 40 or more meters apart, on a course fitting your
maximum speed (broad reach?)

then speed in KPH = number of kilometers traveled divided by hours traveled.
So if ten meters in 20 seconds, .01/(3600/20) = 1.8 KPH
if 20 meters in 20 seconds, ,02/(3600/20) = 3.6 KPH

And just to test the formula
if 500 meters in 20 seconds, .5/(3600/20) = 90 KPH

Hi.

.....I know this manual method.....
I was thinking about some electronic measurement ???? eg. like this
"datalogger" for planes: http://home.arcor.de/d_meissner/d_logg2_engl.htm

There's a very brief description of something here:

More details will be posted one of these days.

Most RC boat racers that I'm aware of (especially fast electric ones) are using an onboard GPS device to measure boat speed. The make and model of choice seems to be the eTrex by Garmin.
I understand that it can be had for around $120.00 US.
