Thinking about buying the AR7100R 7 Channel DSM2 Heli Receiver w/RevLimit ,does the revlimit replace the govenor ?

Basically yes, but they do not work exactly the same way.

One or the other.
Governor adjusts the throttle to give the desired headspeed. It doesn't matter what the throttle curve is set to. You could set the throttle curve to 0 - 50 - 50 - 50 - 50 in normal and set headspeed to 2000 RPM and you would get 2000 RPM. But you normally set a standard throttle curve.
Rev limiter will only reduce the throttle from the programmed throttle curve if the headspeed gets too high. If the headspeed goes low, the rev limiter will not compensate. So you need to set the throttle curve to be above what would give you the desired headspeed at all points. Some people run 100 flat curves and let the rev limiter handle the headspeed, and make it work like a governor.
BUT, if the gov or rev limiter fails, it normally then passes the throttle curve to the servo directly. With a Gov you would be running a normal throttle curve, and still be able to fly and land. With a rev limiter and a 100 flat throttle curve, the engine would get full throttle and the only thing you could do would be to hit throttle hold and auto in.
If I were running a rev limiter I would set my Normal Throttle Curve as a I would without anything, then set Idle 1 or Idle 2 to a flat 100 curve. That would let me change back to Normal and fly and land.
I run a MultiGov Pro which can be run as a Gov or as a rev limiter. And it can provide automatic mixture control. The best of all worlds.
