How much power does the generator make?
Can the generator be used as a starter?
How Much US dollars?

Please feed us more info...... The power generation is of most interest.

I'd say by looking at the rear shell of the engine that the generator can't be used as a starter. It looks like the bell spins to generate power rather than spinning a motor.

the bell spinning doesent mean you cant use it as a starter motor. its just an outrunner brushless (or brushed) motor being spun by a gas engine, and the current is feeding into a regulator. the info says 50w, and its probably 12-13V. thats 600mA assuming its 12v

it would be VERY simple to add a relay that connects the generator directly to a 3s lipo, or a Pb battery to make it turn the motor over. a relay like this one would do the job Nicely. http://www.dimensionengineering.com/BattleSwitch.htm
make sure you bypass the regulator however. should have the regulator disconnected when you connect the generator to the battery. (the relay has 4 terminals. simple wiring to have it disconnect the regulator when its engaged, and re connect it when you turn off the relay)

one thing to point out: it will work if its a Generator, however ive been told that Alternators dont work this way.

A mate has done just that with a BL motor used for starting, charging and when required boosting the gas motors output.... search youtube for rglas .. I'll find the link tonight and add it ...

Looks like 13.5V and >50W @ 4000 RPM. My past experience with a similar looking generator is what I base my assumption on that is isn't used as a starter. Be nice if it could tho.
