lipo cell balancer

Do any of you have any ideas or a working version of a simple lipo balancer? I am looking for somethink like the blinky i think its called so i can level out a couple of my lipos that have a overcharged cell. I tried to discharge and recharge one on my Thuder Power 610c with no luck.

I thought it may be a fun project as well and could order the parts for the lipo alarm as well. On that note has anyone found a good bright LED or a buzzer loud enough to hear outside?

Methinks it's going to be a lot cheaper just to buy one at $20 to $30 bux. Don't know about the other. Gonna depend a lot on how good your hearing is...
