The EDGE Magazine which is a newsletter from MITRE (http://www.mitre.org) a Research and development think tank sort of operation has dedicated their current issue ??(Summer 2007) to unmanned systems (http://www.mitre.org/news/the_edge/index.html) and there are a couple of interesting articles related to civilian small UAV's.
I learned of the mitre.org site from a link in a DIY Drones (http://diydrones.com) discussion on a Collision avoidance System (http://diydrones.com/forum/topic/show?id=705844%3ATopic%3A40203)

Marc Ramsey provided a great link to MITRE's Collision avoidance system project for small UAV's (http://www.mitre.org/news/digest/aviation/06_08/av_uat.html).
