It's not clear to me why they need a GSM modem, which is indeed expensive. If all they want is to upload dynamic waypoints and download telemetry from a distance, they can do with with a regular cellphone onboard. Control the quadcopter (or anything else) in take off and landing with regular RC, then switch on the autopilot and send/receive data using HTTP on the phone on 3G networks, or MMS/SMS text messaging on 2G networks.
