The latest issue (Nov 3rd-9th 2007) of The Economist has an article on UAV's (p91,92). The focus is mostly privacy (such as uav's taking pixs of you in the backyard sort of thing), and regulation.
Models get mentioned. "As the difference between sophisticated model aircraft equipped with autopilot systems and cameras and commercial UAVs blurs, the FAA is reconsidering its guidelines for model-flyers. At the moment these bascially amount to keeping the unmanned planes in sight at all times and away from people, buildings and other aircraft." Nothing is said on what new regs, if any, might be.
