Guys
I want to paint some parts of my model. what heat shrink covering can i paint over and with what paint? I have tried paper/dope but i cant get it to adhere well at all.

I've heard of people doing this, but I cant remember any specifics. What I have been experimenting with is polyurethane and fiberglass and stumbled on to something which might work for you. I covered a pod with packing tape which is a very slippery surface and then painted it with "Rustoleum for Plastic". It went on without any runs and dried to the touch within an hour. Packing tape is similar to iron on coverings, so it might just work for you. I did find that it will scrape off the tape if enough force is used. I found out when belly landing on gravel.
The last page of this link shows the picture of the painted tape. Try to ignore the sloppiness, as it is a work in progress. The cowl is covered in tape and then painted, as mentioned.

if using monokote or similar use lusterkote paint and scuff the covering with some sand paper to give the paint something to grab onto

I've painted Monocote several times with acrylic enamel. Had great results and lasted a long time. As rotccapt stated you need to give the surface "teeth" first. An alternative to sandpaper that works very well is a Scotchbrite pad. You can usually find it in any home improvement store. If you go this way look for either the blue or white. The brown colored pads are too coarse.
