Anyone know of a 2.5-3m version of the ASW27 that actually includes flaps ? The 2.5m multiplex kit seems to be the only one that I can find.

Well, the Karel Vagenknacht ASW-27 in 1:5 scale certainly fits your requirements:

I actually have their ASW-24B (winglet version) which is the same fuselage, and my father has the ASW-28! They're ARTF, and I have to say the quality of these is superb. The prefitted retract is a very simple but nice piece of engineering. When I bought mine I must have spent an hour playing with the retract! Really nice preframed canopy with built-in instrument binacle, pilot seat, fitted airbrakes, (good ones) etc. Not the cheapest but believe me, it's a super model.
Snakes are in fuse and a little red triangle marks CG, but there are NO instructions regarding radio fitout, control throws, etc. Then again if you're flying this sort of model you should be able to figure it out!

It's 3.4m, bit bigger than you want, but it's SUPER value. I believe these are fuse/canopy and wings/tail only. (uncovered.) Ie. all hardware has to be added. However I've been told the molding is very good, and the prices are superb. (Check out the 4m ASH 26 or 3.75m Pilatus for example.) I've never seen these myself, so I can't speak for them.
