Silly Question-What's a Non-Rotating Retract?

Like the title, I came across this retract which says NON- Rotating

How does this work? What's the difference between rotating and non-rotating retracts? :confused:

Non-Rotating retracts - the wheel doesn't rotate. Spitfire or Me-109 or FW-190:
