Hello
If i have two 1500 mah battery packs and wire them parallel can i charge the packs at the same time. the packs are 7.2 volt and my charger can handle 14 cells.

Yes. Your charger will still see 6-cells but think they are 3000 mAh.

Downside to this is that the charger will see a peak in the cell that is full first, cut the charging, leaving other cells not fully charged.
Over time this gets worse, the charging balance between the cells drifts apart.

Either charge them connected in serie, or do maintenance from time to time; aka charge the pack seperately with 150 mAh to equal out the cell drift every ten charges or so.

1500mAh probably means they are Nicads, who need to be discharged from time to time down to 0,8V per cell, in order to prevent memory effect.
