4speed, you'll be hard-pressed to find 1/12 scale nautical figures, but you should check out dollhouse stores and suppliers, as that is their scale. :)

My guess is that you'll have to modify the figures a bit, but they're large enough that it shouldn't be that mouch trouble. ;)

Some nice figures you can find at MKP-Modellbau in Germany. They have sailors and Coast Guard figures from a french manufacturer.

I haven't had much luck on 1/12 figures that fit either, but I have considered some of the Airfix 1/12 models that come up occasionally on Ebay. They are fixed plastic kits of figures you assemble, so not posable. The dollhouse furniture, though expensive, does work well for the 1/12 boats.
