All my planes up to date had flat-bottom arifoils (except the zagi), and now I wanna build something with a symm. airfoil. I'm thinking of a high-wing with a v-tail. Where should I place the CG? What kind of a decalage should I give it? Am I right to expect that this plane will not "balloon" as much as the ones with flat-bottom wings, and that it will fly more smoothly?

The problems that vex you are more a function of pilot technique than airplane configuration.
"ballooning"... presumably when turning upwind is a result of holding the elevator needed to keep the nose up in the turn.
"smoothly".. well... :D
c.g. be at the same location.
Decelage..usually a "flat-bottom" wing really isn't, so it has a degree or two. Symmetrical wings prefer a zero setting relative to the the horizontal stabilizer setting. This will cause the plane to fly faster.
