Red circle with white X in place of graphic?

I get this sometime where someone has posted a picture (instead of the picture). I'm on a Macintosh. I don't know what I'm missing. A plug-in? A Windows only thing?

Many times the link to the picture is incorrect.. On the PC the indication is a "broken gif"..
Generally plinking on the image will deliver an error message of some kind..
