What's the reason???

As i watch some pictures of hydroplanes,i observe that the water rudder
isn't in the center of boat but a litle right or left..Also there is a
fin at the "step" of the hull...
You can see all these in these photos...
What serves this?
I'm building a hydroplane(the plans are converted from plans that i
found in internet and haven't these details) and i don't know what to
do with the rudder..Sould i put it in the middle of the hull,right or
left?Sould i use a fin on the "step"?
And a last question..What dimensions should have the rudder for a
hydroplane with length=70cm and width=35cm?

offset rudder:
number of theorys etc. about which is better... one reason to offset the
rudder is to allow one to maintain the driveshaft w/o pulling the rudder.
turnfin:
which side its placed depends on which direction you need to turn, if you
need to turn right it goes on the right/starboard side of the boat, it keeps
the inside sponson planted on the water and provides a fulcrum for the
rudder.

So..Rudder can be installed in the middle if i have "heavy
duty"hardware(servo,rudder)???
If want both right and left turns sould i use turnfin on both sides or
i should not use turnfin?

If you want to turn well in both directions you need a different type of hull. A hydro will not turn at speed without a turnfin. If you put turnfins on both sides the one on the outside of any turn will lift the outside sponson letting enough air under the boat to blow it over. A DeepV or Catamaran can be trimmed to turn equally well in both directions but neither direction will turn as well as one that is trimmed for turning in one direction only. Remember the Nascar guys use a totally different car for the road courses from what they run on the ovals.

And what about rudder?If i won't put it in the middle of the hull i
will put it in the opposite side of turnfin,but is it OK to install it
int he middle?

If you have a water pickup inbuilt with the rudder make sure the pickup
faces the prop, the rudder faces extreme difficulty picking up the
pressure required. To push the water through the cooling system when in
certain motions
