take care; IŽbeen told that the small control surfaces are working on the turbulent zone behind the prop and it makes the plane very unstable, and the problem is increased on a small (scale) model...
It is also not recomended to use flaps on that plane
by the other hand, what a nice model to build!
good luck

he there, i have built a small brusheless, lipo I-16 poli from a short kit purchased from tdm models. quite a tricky little plane to build with all of the curves, also it is difficult to get enough weight forward to get it to balacne without adding ballast. a very cute little plane. prob best left on the display shelf cos it is quite tricky to handle in flight (as has been said many times here before) quite a high wing loading gives it a high stall speed. you need to fly and land it with plenty of speed to prevent stalling. but well worth the effort - it looks great in the air! write back if you want any further info.

Cleveland has plans for this. I think I have a copy somewhere around here. If I can find it, you're welcome to it, as I don't plan to build it. Let me know at ama11285@hevanet.com

Here is the complete build thread on the I-16 Type 24 Rata.
It is a super flying little warbird.
Laser cut short kit is available at URL in previous post.
