was toying with the thought of using o-rings(1st idea was to use elastic bands) for a belt drive assembly for a 'low power' drive. would it work? thanks

Many have done it. Get extras, or use a standard size- they can crack and/or get gummy with age.

Get an O ring assortment box, then you will always have the right size. Great for around the house and shop.

was thinking mainly speed reduction, after all one wouldn't want to try spinning a paddlewheel at 10k :). for the motor I have on hand about a 90 to 1 reduction should be about right. spares yup was thinking that would be a good idea. think I might use this as part of the winter projects(winter gah, they are using the 'S' word in this weeks forecast)

If you don't want to make up the multiple sheaves and use up all the real estate needed for that job, 19 clams'll get you a nice 12v 90:1 unit, 66 rpm. Quiet too, I've tried them.

that would take most of the fun out of it :) part of the fun(for me) in this sort of thing is finding/making parts. course thats not to say that at some point I might just say aw heck and go that route... and since I'm thinking fun/rts boat(slow) I wont have to worry bout how the thing looks(for an rts boat mayhap an eyesearing orange).
