Is there any place online that has reasonable prices on a variable power supply (say 15-24v, @8-10A )?

Good question! I have also been looking for a 24V @19-10A. Looks like about $100 everywhere I look.

Sounds like you want to cut foam. You can get a used transformer to give you a value of 12-24 volts from fairradio.com and if you couple that with a light dimmer switch from lowes, you can regulate the current to cut foam fine. The total cost should be under $25.
