I noticed that the new GWS brushless motor is spec'ed for a 2 cell LiPo.

How would you wind a motor to optimize it for 2 cells rather than 3?

Fewer turns of wire give you higher rpm per volt, and less torque. A motor optimized for 2 cell lipo has fewer turns. The same motor, like the GWS can be run on 3 cell, but you are limited to a smaller, lower pitch prop that will run at higher rpms. If you don't downsize the prop when going from 2 cell to 3 cell, your motor current will be too high, and it will cook.

Or you could gear it to run the same prop or a larger prop on 3s.
