I don't think the old FMS parallel port interface will work with a USB converter.
It used a completely non-standard way of driving the parallel port so I don't think any converter will know how to handle it. They're intended only for printers.

so the only way to get it working is to construct a USB fms cable?

Yup !
Some people have reported using a serial interface designed to connect to a COM port (RS232) via a serial to USB adaptor, but these days with USB being the main means of interfacing external devices its worth investing the £30 or $40 in a decent USB interface for your TX.
The only alternative would be to try your parallel interface (assuming your laptop still has a printer port) and PPJOY software...however with windows XP you might find it less hassle to go out and get the USB interface and plug it in get flying :)
