Neat link - but notice the date - 2000. They projected that there would be mechanical flies by 2002. These guys were milking grants.

I hope they can break the barrier that's holding them back, this is a complicated project
but the amount invested to research and build it is not too little, I must have one! :)
If they only had an email adress so i can find out what the problem is.

I think they have a small book of barriers. Read life in moving fluids by Vogel.

I was once told that there are some projects an intelligent engineer will refuse. I think this is one of them.

But, I'm the guy who thought we'd never have RC electrics - so who knows.
