I am trying to build a cell balancer. the problem is how should i fool the charger that a cell is full. I understand that you have to use a power resistor to dump the excess charge in it. But how to size up the resistor? does it need to match the cell impedance?. and how to find that ? ( i have seen the previous designs but my question wasn't answered )

It is a problem with some chargers.. I have solved this - mentioned in text.
Look at my solution using linear mode driven fet transistor in series with pack.
